From abroad

If you live abroad or are moving to Paraguay

For Paraguayans living in another country and for foreigners settling or investing here. These are the most common procedures.

A power of attorney so you don't have to travel

If you live abroad, you can grant a power of attorney so that someone you trust can sell, collect, sign or handle procedures for you in Paraguay. If you sign it before a notary in the country where you live, it must be apostilled.

Buying property as a foreigner

Foreigners can buy real estate in Paraguay. The purchase is made by public deed, and beforehand the notary checks that the title is free of debts and court liens (embargos).

Certified copies for immigration

For residency, Paraguay's immigration office (Dirección General de Migraciones) requires notary-certified copies of some documents, such as your passport. They are made with the original in hand.

Setting up a company

Formation of corporations (S.A.) or limited liability companies (S.R.L.) with foreign partners, and powers of attorney for whoever manages the company in Paraguay.

Nuar can walk you through the whole process in English. The deed itself is still drafted in Spanish: if you don't understand Spanish, an interpreter, usually a registered public translator (traductor público matriculado), must be present at the signing. We'll tell you how to arrange it.

  • Can a foreigner buy property in Paraguay?

    Yes, following the same steps as a Paraguayan. The exception is rural property within the 50 km border security zone, which Law 2532/05 does not allow citizens of neighboring countries to acquire.

    Yes. You sign it before a notary or at the Paraguayan consulate where you are. If you sign before a notary, it must be apostilled to be valid in Paraguay. If it is not in Spanish, it is translated by a public translator. For some uses, such as selling property, it is then recorded (protocolizado) at a Paraguayan notary's office.

    A photocopy that the notary compares with the original and certifies as a true copy. Banks, universities and Paraguay's immigration office (Migraciones) ask for them. You need to bring the original document.

    A corporation (S.A.) or a limited liability company (S.R.L.) is formed by public deed before a notary, with the bylaws and the partners' details. It is then registered with the Public Registry (Registros Públicos), the tax ID (RUC) is obtained and the ultimate beneficial owners are registered. The partners can be foreigners.
